The opportunity
We are seeking a technically oriented Payment Claims Manager to join our growing commercial team. This is a high-impact role that sits at the intersection of construction law, quantity surveying, and financial analysis. You will lead the identification, preparation, and negotiation of construction claims across lump sum and schedule-of-rates contracts, working alongside project teams, legal counsel, and expert witnesses to deliver defensible, evidence-based outcomes.
Candidates with an accounting background or a demonstrably strong commercial and numerical aptitude will hold a distinct advantage in quantifying disruption, delay, and variations in a manner that withstands expert scrutiny.
Key responsibilities
- Identify, develop, and prepare contractual claims including variations, extensions of time (EOT), disruption, and prolongation cost claims across lump sum and schedule-of-rates contracts.
- Analyse schedules of rates, unit rate breakups, and BOQ line items to establish entitlement and quantify claim values with accuracy.
- Undertake rate analysis, measured-mile studies, and labour productivity assessments to quantify loss of productivity and inefficiency.
- Review contract documents, drawings, specifications, and site records to substantiate cause-and-effect narratives in support of claims.
- Prepare detailed claim registers, variation logs, and cost tracking spreadsheets to manage claim portfolios across multiple projects.
- Interrogate and reconcile schedules of rates, plant hire rates, material supply quotes, and subcontract pricing to validate or challenge rate-based claims.
- Construct detailed cost build-ups for disputed work items, including labour, plant, materials, preliminaries, and contractor margins.
- Perform financial modelling and scenario analysis to evaluate claim exposures, settlement ranges, and negotiation positions.
- Cross-reference Procore, ERP, or project accounting systems against contractual cost codes to verify cost-to-date and forecast-to-complete figures.
- Issue and respond to contractual notices, RFIs, and correspondence within prescribed timeframes under AS 4000, AS 4902, NEC, or FIDIC suites.
- Maintain contemporaneous records including site diaries, photographs, daily labour records, and plant deployment logs to support claims in dispute.
- Assist in the preparation of Scott Schedule responses, expert witness reports, and adjudication submissions as required.
- Liaise with project managers, site engineers, quantity surveyors, legal counsel, and expert witnesses to collate evidence and build claim narratives.
- Prepare executive summaries, claim status reports, and presentation materials for senior management, clients, and legal teams.
- Mentor junior claims staff and support knowledge transfer in rates analysis, claim documentation, and commercial strategy.
About you
You hold a Bachelor’s degree in Construction Management, Quantity Surveying, Civil Engineering, or a related discipline bring a minimum of 5 years hands-on experience preparing or defending construction claims in an Australian project environment, in addition to the following:
- Demonstrated expertise in schedule-of-rates and BOQ-based contracts (AS 4000, GC21, NEC3/4, FIDIC Yellow/Red Book).
- Proven ability to build, interrogate, and present detailed rate analyses and cost quantifications across complex construction contracts.
- Advanced proficiency in Microsoft Excel for financial modelling, cost tracking, and data interrogation.
- Strong written communication skills; ability to draft clear, structured, and evidence-based claim documents.
- Experience with Procore, Aconex, SAP, or equivalent project management and cost control platforms.
- Accounting qualifications or a background in financial analysis, bookkeeping, or project cost accounting — highly desirable.
